RFBM had no commercial sponsors or backing. The station was supported primarily by its volunteer staff with minor monetary donations from fans in the listening public. This made it essentially like a non-commercial station, but there was no not-for-profit organization behind the operation. Part of the station's goal was to bring the best radio to Black Rock City that could be done. Most of the effort was focused on the people involved having a good time on their vacation in Nevada. The staff werefriends, colleagues and hangers-on.

Radio Free Burning Man was a low-power, Part-15, FM broadcast station operating exclusively at the annual Burning Man event at Black Rock City, Nevada, for fifteen consecutive years, from 1994 to 2008. The all-volunteer staff broadcasted music, information, entertainment and general mahem to the citizens of the temporary city.

Sometimes the most important topic for listeners is what's on the air and how it got there. Because of the hectic nature of preparing year-round for the technical side of the station, programming decisions waited for when the station was setup, far from the influence of the outside world. The programming relied on what the staff brought to the station and what happened on site.
